為商務部提供與世貿組織和區域貿易協定爭端解決有關的法律服務。
Provide legal service for disputing resolution in WTO or RTA disputes.

（2）采購標的需執行的國家相關標準、行業標準、地方標準或者其他標準、規范：
    (2) Relevant national standards, industry standards, local standards or other standards and specifications to be implemented for the procurement object：

符合中華人民共和國法律法規要求。
Conform with the requirements of laws and regulations of the People's Republic of China.

（3）采購標的需滿足的質量、安全、技術規格、物理特性等要求：
    (3) Quality, safety, technical specifications, physical characteristics and other requirements to be met for the procurement object;

熟悉包括爭端解決在內的世貿組織和區域貿易協定相關規則和實踐，按照委托方要求完成相關工作。

（4）采購標的的數量、采購項目交付或者實施的時間和 團隊成員恪盡職守，并保持必要的謹慎和勤勉，嚴格按工作時限完成工作任務。

二、申請人的資格要求：

3.本項目的特定資格要求：The qualification requirements for applicants投標人應當具備下列條件：Bidders shall be with the following conditions:（1）投標人應為在中國境外合法設立的律師事務所（含在港澳臺地區注冊的律師事務所）。投標人不得以其駐華代表機構的名義投標，但可通過其駐華代表機構辦理相關事宜）；Bidders shall be law firms legally established outside the territory of China (including law firms registered in Hong Kong Special Administrative Region, Macao Special Administrative Region and Taiwan,China).The bidder shall not submit bid in the name of its representative office in China, but can deal with the relevant matters through the representative office；（2）具有良好的商業信譽和健全的財務會計制度；HA/Ving good business reputation and sound financial and accounting system；（3）具有承辦委托法律服務事項的團隊和能力；HA/Ving a team with the ability to provide the entrusted legal services；（4）已購買本項目招標文件。HA/Ve bought the bidding documents of this project.
