中化建國際招標有限責任公司（以下稱為“招標代理機構”）受中海石油（中國）有限公司（以下稱為“招標人”）委托，就東方13-2 CEPB平臺壓縮機模塊項目所需部分貨物及相關服務進行國際公開招標。現邀請投標人對下列貨物和服務提交密封投標：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited(hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of Dongfang 13-2 CEPB compressor module Competitidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

 

1.  招標條件

2.  招標內容：Bidding Contents:

海水提升泵：潛沒式泵，流量：1500m3/h，出口壓力：300 kPaG在EL+19.0m。

交貨期：2024年8月30日前（國內）或2024年8月30日前（進口）

    Delivery Schedule: On or before  Aug.30th, 2024(From within PRC)

從中華人民共和國關境內提供的貨物：2024年8月30日前（貨到買方指定的國內碼頭或建造場地時間）

3. 對投標人的資格和業績要求：

（1）資格要求 

Requirements for Qualification of Bidder 

A．如果投標人為境內注冊公司，投標人需提供合法有效的企業法人營業執照、稅務登記證及組織機構代碼證或證照合一的營業執照；

如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate. 

B．本次招標接受代理商投標。

 Agent Bid:  Acceptable

1)     如投標人為代理商，即投標人所投的貨物不是投標人自己制造的，投標人應得到貨物制造商的同意以及證明其在本次投標中提供該貨物的正式授權書。

1）If the bidder is an agent, that is, the goods tendered by the bidder are not manufactured by the bidder themselves, the bidder should obtain the consent of the goods manufacturer and a formal authorization letter proving that they provide the goods in this bidding.

（2）資質要求及證明文件

Requirements of Qualification of Bidder and Certificate

1）海水提升泵適合在海上環境中運行，投標人應承諾自費對所提供的產品進行檢驗并取得國家應急管理部認可的其中一家第三方認證機構（ABS/DNV/BV/CCS）的檢驗證書 。

1）The Seawater Lift Pump can run in the offshore environment, and VENDOR shall at his own cost arrange inspection and obtain final certificate of the package from one of the certifying agencies authorized by COOOSO, which are ABS, DNV, BV and CCS.

 

（3）業績要求Requirement for Bidder's reference:

1）2013年1月1日至投標截止日（以合同簽署時間為準），投標人所投產品的制造商應具有至少兩個合同海水提升泵的供貨業績，且滿足流量不小于1500m3/h，出口壓力不低于300kPaG的技術要求。投標人須按規定格式提交業績表，并提交相關業績證明文件。業績證明文件包括但不限于：1）銷售合同復印件（含相關技術附件）和2）到貨驗收證明材料。投標人所提交的業績證明文件必須至少體現以下內容：合同簽署時間、制造商名稱、貨物名稱、項目名稱、流量和出口壓力的技術要求及到貨驗收材料。未提交業績證明文件，或所提供的業績證明文件無法體現合同簽署時間、制造商名稱、貨物名稱、項目名稱、流量和出口壓力的技術要求及到貨驗收證明材料的，均視為無效業績。

1) Since Jan. 1st, 2013 to the deadline of bids submission stipulated(The date of signing the contract shall prevail),The manufacturer of the products invested by VENDORshall have at least two contract of seawater lift pump, and meet the technical requirements of capacity not less than 1500m3/h,discharge pressure not less than 300kPaG. VENDOR shall furnish reference List in given form for the above-mentioned Requirement for BIDDER's reference, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract (including technical appendix) and 2) Receiving certificate of arrival of goods. The reference evidence certification furnished by VENDOR shall as least demonstrate the content show as follows: contract signing time, name of Manufacturer,name of goods, name of Project ,technical requirements of capacity and discharge pressure, receiving certificate of arrival of goods. If no documentary evidence furnished, or documentary evidence furnished can not demonstrate contract signing time, name of Manufacturer,name of goods, name of Project ,technical requirements of capacity and discharge pressure, receiving certificate of arrival of goods will be deemed invalid.

 

 

4. 有興趣的投標人可通過以下方式獲取招標文件：從2024年1月16日開始至2024年1月23日止，請登錄中國海油采辦業務管理與交易系統(https://buy.cnooc.com.cn）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可購買招標文件。投標人須在線填寫購買招標文件登記表，并在線支付標書款，支付成功后，投標人可自行下載招標文件。招標文件每套售價為200元人民幣或25美元，售后不退。對于使用美元購買招標文件的投標人，需電匯至以下賬號：收款人：中化建國際招標有限責任公司，收款行名稱：INDUSTRIAL AND COMMERCIAL BANK OF CHINA,Beijing National Cultural and Financial Cooperation Demonstration Zone Jinjie Sub-branch，收款人賬號：0200000709117000351，SWIFT CODE: ICBKCNBJBJM，收款行地址：No. 237 Wang fu jing Street, Dong cheng District, Beijing, China PR: 100006。 

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding Document from16 Jan2024 to23 Jan 2024. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD25, and it is non refundable after sales. For the bidder who purchases the bidding documents in US dollars, it is required to wire transfer to the following account number:
