中化建國(guó)際招標(biāo)有限責(zé)任公司（以下稱(chēng)為“招標(biāo)代理機(jī)構(gòu)”）受中海殼牌石油化工有限公司（以下稱(chēng)為“招標(biāo)人”）委托，就中海殼牌惠州三期乙烯項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國(guó)際公開(kāi)招標(biāo)。現(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC and Shell Petrochemicals Company Limited          (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under CSPC Huizhou Phase 3 Ethylene Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

項(xiàng)目概況：中海殼牌石油化工有限公司（以下簡(jiǎn)稱(chēng)“中海殼牌”）擬在廣東惠州大亞灣石化產(chǎn)業(yè)園區(qū)新建中海殼牌惠州三期乙烯項(xiàng)目，以實(shí)現(xiàn)其打造世界級(jí)、高度一體化的石化基地的愿景。

Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Phase 3 Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

2.  招標(biāo)內(nèi)容：Bidding Contents:

貨物名稱(chēng)：裂解爐減溫器

Name of Goods: Cracking Furnace Desuperheater

主要技術(shù)規(guī)格：

1）8臺(tái)減溫器為10”2500lb BW，1臺(tái)減溫器為8”2500lb BW。

2）減溫器必須全部滿(mǎn)足下列控制性能要求：出口溫度控制精度<±3℃；減溫水調(diào)節(jié)閥可調(diào)比≥（50：1）。

Main Specifications:

1) Eight desuperheaters are designated as 10" and 2500lb BW, and one desuperheater is designated as 8" and 2500lb BW.

2) The desuperheaters must all meet the following control performance requirements: outlet temperature control accuracy is <±3℃, the adjustable ratio of cooling water control valve is ≥ (50:1).

3. 對(duì)投標(biāo)人的資格和業(yè)績(jī)要求：

（1）資格要求

Requirements for Qualification of Bidder

A．如果投標(biāo)人為境內(nèi)注冊(cè)公司，投標(biāo)人需提供合法有效的企業(yè)法人營(yíng)業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營(yíng)業(yè)執(zhí)照，投標(biāo)時(shí)需提供原件掃描件（原件備查）；

如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明；

A. The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

B. 本次招標(biāo)不接受代理商投標(biāo)。投標(biāo)人應(yīng)是投標(biāo)貨物的制造廠(chǎng)商（包括制造廠(chǎng)商所在集團(tuán)內(nèi)負(fù)責(zé)銷(xiāo)售的公司）。如果投標(biāo)人是制造廠(chǎng)商所在集團(tuán)內(nèi)負(fù)責(zé)銷(xiāo)售的公司，應(yīng)提供聲明，說(shuō)明投標(biāo)人與制造廠(chǎng)商隸屬同一集團(tuán)，負(fù)責(zé)投標(biāo)貨物的銷(xiāo)售工作。

B. Bid by Agent is not accepted. The bidder shall be the manufacturer of bid goods (including companies responsible for sales within the manufacturer's group). If the Bidder is a company in charge of sales within the manufacturer's group, a statement should be provided indicating that the Bidder and the manufacturer belong to the same group and are responsible for the sale of the bid Goods.

E.其它：投標(biāo)人必須提供所供防爆電子式儀表的廠(chǎng)家名稱(chēng)及相應(yīng)防爆電子式儀表的國(guó)家授權(quán)防爆認(rèn)證機(jī)構(gòu)頒發(fā)的《產(chǎn)品防爆合格證》。國(guó)家授權(quán)防爆認(rèn)證機(jī)構(gòu)包括NEPSI、CQST 和PCEC，也包括由國(guó)家認(rèn)證認(rèn)可監(jiān)督管理委員會(huì)授權(quán)的國(guó)際權(quán)威認(rèn)證機(jī)構(gòu)，如：IECEx、ATEX等。

E. Others: the bidder must provide the name of the supplier that supply explosion-proof electronic instruments and the "Product Explosion-proof Conformity Certificate" issued by the national authorized explosion-proof certification institutions for the explosion-proof electronic instruments supplied. The national authorized explosion-proof certification institutions include NEPSI, CQST and PCEC, as well as the international authoritative certification institutions authorized by the Certification and Accreditation Administration of the People's Republic of China, such as IECEx and ATEX.

（2）資質(zhì)要求

投標(biāo)產(chǎn)品的制造商應(yīng)具有有效的《中華人民共和國(guó)特種設(shè)備制造許可證》（壓力管道元件制造）及《特種設(shè)備型式試驗(yàn)證書(shū)》（壓力管道元件），范圍覆蓋所投標(biāo)調(diào)節(jié)閥的規(guī)格。投標(biāo)時(shí)需提供證書(shū)原件掃描件（原件備查）。

The manufacturer of the bidding product shall have a valid“Special Equipment Production License of the people's Republic of China”(for the manufacture of pressure pipeline components) and Special Equipment Type Test Certificate”(for pressure pipeline components) that cover the specifications of biding control valves. The scanned copy of the original certificate shall be provided during bidding (the original for reference).

（3）業(yè)績(jī)要求Requirement for Bidder's reference:

2015年1月1日至投標(biāo)截止日（以合同簽署時(shí)間為準(zhǔn)），所投產(chǎn)品的制造商在中國(guó)境內(nèi)至少具有1個(gè)合同的乙烯裝置裂解爐減溫器供貨業(yè)績(jī)，單個(gè)合同供貨數(shù)量不少于8套，且該合同中必須包含至少有1套減溫器同時(shí)滿(mǎn)足可變節(jié)流孔型結(jié)構(gòu)、壓力等級(jí)不低于2500LB和口徑尺寸不小于10英寸的技術(shù)要求。業(yè)績(jī)中的產(chǎn)品型號(hào)應(yīng)與所投產(chǎn)品型號(hào)一致。

如果投標(biāo)人為制造商所在集團(tuán)內(nèi)負(fù)責(zé)銷(xiāo)售的公司，應(yīng)提供該制造商的業(yè)績(jī)。
投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件包括但不限于：1）銷(xiāo)售合同復(fù)印件。投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、合同簽字頁(yè)、制造商名稱(chēng)、裝置名稱(chēng)、貨物名稱(chēng)（裂解爐減溫器）、貨物數(shù)量、型號(hào)、結(jié)構(gòu)、壓力等級(jí)和口徑尺寸。
未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無(wú)法體現(xiàn)以上信息的，均視為無(wú)效業(yè)績(jī)。

From January 1, 2015 to the deadline for submission of the bid (subject to the signing time of the contract), the manufacturer of the bidding product shall have at least 1 contract for supply performance of cracking furnace desuperheaters for Ethylene Plant in China, the supply quantity of a single contract is not less than 8 sets, and this contract must include at least one set of desuperheater that meet the technical requirements of variable orifice structure, the pressure class not less than 2500LB and the caliber size not less than 10". Its model should be consistent with the model of the bidding product.

If the bidder is a company responsible for sales within the manufacturer's group, the performance of that manufacturer shall be provided.

The Bidder shall furnish reference list in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract. The reference evidence documents furnished by Bidder shall as least demonstrate the content as follows: Date of signing contract, page of contract signature, name of manufacturer, name of the plant, name of goods (cracking furnace desuperheater), supply quantity, structure type, pressure rating and caliber size. 

If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the aforesaid information, the relevant reference will be deemed invalid.

4.  有興趣的投標(biāo)人可通過(guò)以下方式獲取招標(biāo)文件：從2025年4月10日開(kāi)始至2025年4月17日止，請(qǐng)登錄中國(guó)海油采辦業(yè)務(wù)管理與交易系統(tǒng)(https://buy.cnooc.com.cn）的招標(biāo)公告頁(yè)面進(jìn)行購(gòu)買(mǎi)。首次登錄必須先進(jìn)行注冊(cè)（免費(fèi)），注冊(cè)成功后，方可購(gòu)買(mǎi)招標(biāo)文件。投標(biāo)人須在線(xiàn)填寫(xiě)購(gòu)買(mǎi)招標(biāo)文件登記表，并在線(xiàn)支付標(biāo)書(shū)款，支付成功后，投標(biāo)人可自行下載招標(biāo)文件。招標(biāo)文件每套售價(jià)為200元人民幣或30美元，售后不退。對(duì)于使用美元購(gòu)買(mǎi)招標(biāo)文件的投標(biāo)人，需電匯至以下賬號(hào)：收款人：中化建國(guó)際招標(biāo)有限責(zé)任公司，收款行名稱(chēng)：INDUSTRIAL AND COMMERCIAL BANK OF CHINA, Beijing National Cultural and Financial Cooperation Demonstration Zone Jinjie Sub-branch，收款人賬號(hào)：0200000709117000351，SWIFT CODE: ICBKCNBJBJM，收款行地址：No. 237 Wang fu jing Street, Dong cheng District, Beijing, China PR: 100006。

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding Document from April 10, 2025 to April 17, 2025. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales. For the bidder who purchases the bidding documents in US dollars, it is required to wire transfer to the following account number:

5. 投標(biāo)文件遞交截止時(shí)間和方式：所有投標(biāo)文件都應(yīng)附有按規(guī)定提交的投標(biāo)保證金，并于2025年5月7日上午9:00（北京時(shí)間）前線(xiàn)上提交至中國(guó)國(guó)際招標(biāo)網(wǎng)站（http://www.chinabidding.com）。在此時(shí)間后收到的投標(biāo)文件恕不接受。

The deadline and method for submission of bid: All bids must be accompanied by a bid security as specified and must be submitted online on China International Bidding website (http://www.chinabidding.com) at or before 9:00 am (Beijing Time) on May 7th, 2025. Any bid beyond the required time and date shall be subject for rejection.

After obtaining the bidding documents, the bidder shall log on the trading platform of bidding and tendering for mechanical and electrical products to handle the CA lock, which is convenient for online bidding. For consultation, the whole process can be operated by 4000606000-1.

Before bidding, the bidder should complete registration and information verification at https://www.ebnew.com or https://www.chinabidding.com .The bid evaluation results  will be published on the website (http://www.chinabidding.com) and China National Offshore Oil Corporation Procurement Platform (https://buy.cnooc.com.cn) .

10.提示Notes

投標(biāo)人進(jìn)入開(kāi)標(biāo)大廳后，需要進(jìn)行簽到操作，等待開(kāi)標(biāo)主持人指令。允許解密后，投標(biāo)人點(diǎn)擊解密按鈕進(jìn)行解密投標(biāo)文件（需解密前在電腦上插入當(dāng)前賬號(hào)綁定的CA），輸入正確的CA密碼。（請(qǐng)注意：如投標(biāo)人未在投標(biāo)截止時(shí)間/開(kāi)標(biāo)時(shí)間前進(jìn)行簽到，原則上將無(wú)法進(jìn)行解密，將被視為撤回其投標(biāo)文件。）

The bidder need to sign in and wait for instruction issued by the host after entering the virtual bid opening hall online. After the decryption is allowed, the bidder click the decryption button to decrypt the bid document (insert the CA bound to the current account on the computer before decryption) and enter the correct CA password. (PS: The bidder will not be able to decrypt in principle and be considered to withdraw the bid documents if fails to sign in before the deadline for the submission of bids or the date of bid opening.)

投標(biāo)文件解密時(shí)限為60分鐘。投標(biāo)人未在上述解密時(shí)限內(nèi)完成解密視為解密失敗，根據(jù)？電子招標(biāo)投標(biāo)辦法？的規(guī)定，視為投標(biāo)人撤回投標(biāo)文件。

The decryption time limit of the bid documents is 60 minutes. It's deemed to fail to decrypt when the bidder fails to decrypt within the given time. Under the circumstances, it's deemed that the bidder withdraw the bid documents according to the regulation of Electronic Tendering and Bidding Methods.

投標(biāo)人對(duì)開(kāi)標(biāo)有異議的，應(yīng)當(dāng)在開(kāi)標(biāo)現(xiàn)場(chǎng)提出，招標(biāo)人當(dāng)場(chǎng)做出答復(fù)，并制作記錄。未在線(xiàn)上開(kāi)標(biāo)現(xiàn)場(chǎng)提出的開(kāi)標(biāo)異議，不予受理。

Any objection to the bid opening raised by the bidder shall be raised at the bid opening site and the tenderee shall answer on the spot and make a record. It’s not accepted that the bidder has not raised objections at the bid opening site online.
