B.？投標人應為所投貨物的制造商或授權代理商。如果投標人是代理商，則須提供制造商有效授權書。如果投標人是制造廠商所在集團內負責銷售的公司，投標人應提供聲明，說明投標人與制造廠商隸屬同一集團，負責投標貨物的銷售工作。
The bidder shall be the manufacturer？or agent of bid goods. If？the bidder is an agent, it shall provide a valid Letter of Authority from Manufacturer.？If the bidder is the sales company within the same group as the manufacturer, the bidder should provide relevant documents to prove that the sales company is within the same group as the Manufacturer and it is responsible for the sales of the bid goods.
投標文件中提供制造商授權書的中標候選人，應在中標候選人公示后 3個工作日內將制造商授權書原件（簽字或人名章或公章均須為原件，不接受掃描打印文件）送達招標人聯系人進行核驗，對于國外制造商授權書原件，投標人提前準備以滿足核驗原件期限要求。投標文件中提供的制造商授權書可在制造商官方網站上查詢并核驗一致的或紙質投標已遞交制造商授權書原件的，可免于送交原件核驗。核驗結果不一致的，將按照提供虛假投標資料處理；未能在規定期限內提供原件的，將視為不如實提供材料處理。上述兩類情況將取消中標候選人資格及中標資格，并按照中國海油相關制度規定給予禁用等處理。
The winning candidates who provide the manufacturer's authorization letter in the tender documents shall deliver the original manufacturer's authorization letter (the signature, personal seal or official seal must all be the original. 投標產品制造商應取得覆蓋本次投標產品且有效的《中華人民共和國特種設備生產許可證》（壓力管道元件制造）及《特種設備型式試驗證書》（壓力管道元件）并在投標時提供掃描件。
The manufacturer of the bidding product shall obtain a valid "Production License of Special Equipment People's Republic of China" (for the manufacture of pressure pipeline components) and a "Special Equipment Type Test Certificate" (for pressure pipeline components) that cover the bidding products, and the scanned copy of the original shall be provided during bidding.
投標人必須提供所供防爆電子式儀表的國家授權防爆認證機構頒發的《產品防爆合格證》。國家授權防爆認證機構包括NEPSI、CQST 和PCEC，也包括由國家認證認可監督管理委員會授權的國際權威認證機構，如：IECEx、ATEX等。
The bidder must provide the "Product explosion-proof Certificate" issued by the national authorized explosion-proof certification body of the explosion-proof electronic instrument. 2015年1月1日至投標截止日（以合同簽署時間為準），投標人所投產品制造商應具有至少1個SMPO裝置的金屬硬密封調節球閥的供貨業績，且一個業績須同時滿足至少1臺閥門尺寸不小于10吋Q-trim閥芯結構的V型球閥和至少2臺不小于ANSI 900BL、閥門尺寸不小于6吋的帶有防汽蝕功能的調節球閥的技術要求。如投標人為制造廠商所在集團內負責銷售的公司，需提供該制造廠商的業績。
業績要求中的產品的系列或型號須與本次投標產品的系列或型號相一致。
From January 1st, 2015？to the deadline for submission of the bid (subject to the signing time of the contract), the manufacturer of the products supplied？by the bidder shall have？at least one contract？of supply？performance？of Special Control Ball？Valve？of？SMPO？Plant, and one contract？of supply？performance？shall meet the technical requirement？of？at the same time:？at least one V-shaped ball valve with a valve size of not less than 10？inches？Q-trim？type, and at least 2？sets of？not less than？ANSI 900BL control ball valves with？anti-cavitation function？with valve size not less than 6 inches. If the bidder is a company responsible for sales within the manufacturer's group, the performance of the manufacturer shall be provided.
The series or model of the product in the performance requirements must be consistent with the series or model of the bidding product.
投標人須按規定格式提交業績表，并提交相關業績證明文件。業績證明文件包括但不限于：銷售合同復印件和用戶簽字或蓋章的到貨驗收材料。投標人所提交的業績證明文件必須至少體現以下內容：合同簽署時間、合同簽署頁（國內貿易合同應有雙方蓋章，國際貿易合同應有雙方簽字或蓋章）、制造商名稱、裝置名稱、貨物名稱、閥門尺寸、V球閥芯結構（Q-trim）、ANSI（900BL）、帶防汽蝕功能。
若業績合同為年度協議，除提供年度協議外，還應提供相應的已到貨訂單，訂單內容或編號應與年度協議相關聯。同一個年度協議下提供1個或以上的訂單及與訂單對應的到貨驗收材料均算為1個有效業績。

If the performance contract is an annual agreement, in addition to providing the annual agreement, corresponding received orders should also be provided, and the order content or number should be associated with the annual agreement. Providing one or more orders and corresponding acceptance evidence？under the same annual agreement is considered as one valid performance.
未提交業績證明文件，或通過所提供的業績證明文件無法認定滿足上述業績要求的，均視為無效業績。？
