一、資格要求：1.投標人具有合法有效的企業法人營業執照、稅務登記證及組織機構代碼證或證照合一的營業執照，投標時需提供原件掃描件（原件備查）。 投標人為事業單位的，應具有合法有效的事業單位法人證書。投標時需提供原件掃描件（原件備查）。投標人為分公司的，應具有合法有效的營業執照和上級法人單位授權書，分公司與上級法人單位只可一家參與投標，同時參與投標的，投標均無效。投標時需提供原件掃描件（原件備查）。如果投標人為境外注冊公司，需提供有效的公司登記注冊證明。2.投標人應為本次投標產品（柔性管）的制造商。本次招標不接受代理商、貿易商投標。本次接受所投貨物的制造商全資的銷售公司或控股的銷售公司，以及接受所投貨物制造商的母公司參與投標，此類公司視同為制造商，投標時需提供相應的證明文件。同一制造商僅允許一家投標人參與投標，否則相關的所有投標將被否決。3.投標人所投產品的制造商須具備有效的GB/T19001（ISO9001）質量體系認證證書或API Q1證書，同時需要提交柔性管兩端法蘭配套供應商的清單及有效的GB/T19001、ISO9001或者API Q1的質量管理體系證書。并可在中國國家認證認可監督管理委員會網站(http://www.cnca.gov.cn/)核實。如果有國家相關部門發布的最新體系標準，以最新體系標準為準。投標時需提供原件掃描件（原件備查）。注：如所投貨物的制造商提供的質量管理體系認證證書是國外第三方認證機構頒發的，則網站查詢不適用。二、業績要求：（開標時需進行信息公開）：2020年1月1日至投標截止日（以合同簽署時間為準），投標人所投柔性管產品的制造商應具有至少1個合同的柔性管產品供貨業績，且單根柔性管的尺寸和壓力均不低于12寸和4300kPaG同時符合API 17K標準（尺寸、壓力、API17k標準需要同時滿足）。投標人須按規定格式提交業績表，并提交相關業績證明文件。業績證明文件至少包括：1）合同掃描件和2）到貨驗收材料。投標人所提交的業績證明文件必須至少體現以下內容：合同簽署時間、合同簽署頁（應有雙方簽署或蓋章）、制造商名稱、貨物名稱、尺寸、壓力、API 17K標準要求及到貨驗收材料（至少包含：貨物驗收單或結算清單或對應的發票（如有清單須提供，須體現發票號；發票需包含合同號或訂單號或貨物名稱或買方賣方信息，且與合同或訂單一致）或買方接收證明或調試驗收證明。貨物驗收單或結算清單至少應有合同甲方簽字或蓋章。若合同為協議，除提供協議文本外，還應至少提供該協議對應的1個已完成訂單的訂單頁和相應的到貨驗收材料。同一個年協合同提供1個及以上訂單的均算為1個有效業績。 未提交業績證明文件，或所提供的業績證明文件無法認定滿足上述業績要求的，均視為無效業績。Performance requirements(Performance track record will be released to all bidders during bid opening): The manufacturer of the flexible pipes being bid must have at least one supply contract for flexible pipe products between January 1, 2020 and the bid submission deadline (based on contract signing date), with each individual flexible pipe meeting all of the following minimum specifications: 12-inch diameter, 4300 kPaG pressure rating, and full compliance with API 17K standards (all three requirements - size, pressure, and API 17K compliance - must be simultaneously satisfied).Bidders must submit the performance record in the prescribed format along with supporting documents, which shall include at minimum: (1) scanned contract copies showing the execution date, signed/sealed contract pages, manufacturer name, product description, specifications (12-inch diameter, 4300 kPaG pressure), and API 17K compliance; and (2) delivery acceptance proof in the form of either goods acceptance notes (with Party A's signature/seal), payment statements (with invoice numbers if applicable), corresponding invoices (showing contract/order numbers, product details, or buyer/seller information consistent with the contract), buyer's receipt confirmations, or commissioning acceptance certificates. All submitted documents must be verifiable and meet these specified requirements to be considered valid.For framework agreements, bidders must submit both the agreement text and at least one completed purchase order page under said agreement along with corresponding delivery acceptance documentation. Multiple purchase orders under the same annual framework agreement will be counted as a single valid performance record.Any failure to submit the required performance documentation, or submission of documentation that fails to conclusively demonstrate compliance with the above requirements, will result in the performance being deemed invalid.

Qualification Requirements:1.The bidder shall have a legally valid business license of enterprise legal person, tax registration certificate and organization code certificate or business license with one certificate, and the bidder shall provide the scanned copy of the original (the original is available for inspection). If the bidder is an institution, it should have a legally valid legal person certificate of the institution. Scanned copy of the original shall be provided at the time of bidding (the original is available for inspection). If the bidder is a branch company, it shall have a legally valid business license and authorization letter of the superior legal entity. Only one branch company and the superior legal entity can participate in the bidding; if they participate in the bidding at the same time, the bidding will be invalid. Scanned copy of the original is required to be provided at the time of bidding (the original is available for inspection).If the bidder is an overseas registered company, it is necessary to provide a valid certificate of company registration.2.The bidder must be the manufacturer of the flexible pipes being tendered. Agents and traders are not eligible to participate.
