normal style="text-indent:21.0pt">1．滿足《中華人民共和國政府采購法》第二十二條規定：

1.1具有獨立承擔民事責任的能力；

normal style="text-indent:21.0pt">1.3具有履行合同所必需的設備和專業技術能力；

normal style="text-indent:21.0pt">1.4有依法繳納稅收和社會保障資金的良好記錄；

normal style="text-indent:21.0pt">1.5參加政府采購活動前三年內，在經營活動中沒有重大違法記錄。

normal style="text-indent:21.0pt">2．落實政府采購政策需滿足的資格要求：

normal style="text-indent:21.0pt">本項目落實節約能源、保護環境、扶持不發達地區和少數民族地區、促進中小企業發展等政府采購政策。

normal align=left style="text-align:left;text-indent:21.0pt">3.1一標包具有建設行政主管部門核發的市政公用工程施工總承包叁級（含）以上資質并持有有效的安全生產許可證，二標包具有建設行政主管部門核發的以下工程監理資質中的任一項：

normal style="text-indent:21.0pt">（2）市政公用工程專業丙級以上工程監理資質，

normal style="text-indent:21.0pt">（3）工程監理事務所資質；

normal style="text-indent:21.0pt">3.2一標包擬派項目經理具有市政公用工程專業二級及以上注冊建造師資格并持有有效的安全生產考核合格證，二標包擬派總監理工程師具有市政公用工程專業注冊監理工程師資格；

normal style="text-indent:21.0pt">3.3一標包擬派技術負責人具有相關專業中級及以上技術職稱；

normal style="text-indent:21.0pt">3.4一標包擬派項目經理、技術負責人及委托代理人，二標包擬派總監理工程師及委托代理人須為投標企業正式員工；

normal style="text-indent:21.0pt">3.5提供“信用中國”網站的“失信被執行人查詢”和“重大稅收違法案件當事人查詢”、“中國 ”網站的“政府采購嚴重違法失信行為記錄名單”查詢結果頁面，若有不良記錄，則投標無效（執行財庫[2016]125號文）；
