二、申請人的資格要求：

1.擬參加本項目的潛在供應商必須符合《中華人民共和國采購法》第二十二條的規定；

normal style='text-indent:28.0pt'>2、落實政府采購政策需滿足的資格要求：本項目不屬于專門面向中小企業采購的項目,供應商為中小微企業、監獄企業、殘疾人福利性單位的享受相應的政府采購政策。

3、本項目的特定資格要求：

（1）擬參加本項目的潛在供應商，須在黑龍江省 注冊登記并經黑龍江省政府采購管理辦公室審核合格；

（2）擬參加本項目的投標人、法定代表人及授權委托人均未被司法機關列入失信被執行人名單，以中國執行信息公開網（ /）查詢結果為準，被列入上述名單的投標人不得參加本項目。

normal style='text-indent:28.0pt'>（3）擬參加本項目的投標人未被列入企業經營異常名錄、重大稅收違法案件當事人名單，以信用中國官方網站（ ）查詢結果為準；政府采購嚴重違法失信行為信息記錄，以中國 ( )“查詢結果為準；被列入上述名單的投標人不得參加本項目。

normal style='text-indent:28.0pt'>（4）擬參加本項目的潛在供應商需通過中國裁判文書網（ ）對投標單位、法定代表人、授權委托人進行犯罪檔案查詢工作(查詢日期為本公告發布之日至投標截止日之前)起前三年內的行賄犯罪記錄進行查詢，經查詢有犯罪記錄的單位不得參加本項目投標。

（5）與招標人存在利害關系可能影響招標公正性的法人、其他組織或者個人，不得參加投標；單位負責人為同一人或者存在控股、管理關系的不同單位，不得同時參加同一標段投標或者未劃分標段的同一招標項目投標。
