天津渤化化工進出口 受招標人委托對下列產品及服務進行國際公開競爭性招標，于2024-01-22在公告。
本次招標采用電子招標方式，現邀請合格投標人參加投標。

1、招標條件
項目概況:招標人擬建16萬噸/年丙烯酸裝置（兩條獨立的8萬噸/年丙烯酸生產線）。
現對兩條獨立的8萬噸/年丙烯酸裝置離心式空氣壓縮機組（汽輪機驅動）2套、離心式循環尾氣壓縮機組（汽輪機驅動）2套的設計、供貨、安裝、校驗、調試、試運行，性能考核以及現場技術服務等進行采購。

資金到位或資金來源落實情況:自籌資金，資金來源已落實。

3、投標人資格要求
投標人應具備的資格或業績:（1）投標人是響應招標、已在招標機構處領購招標文件并參加投標競爭的法人或其他組織。
任何未在招標機構處領購招標文件的法人均不得參加投標。
The Bidder is legal person or other organization that has purchased the Bidding Document from the Tendering Agent, and has participated in the bid. Any legal person or organization that has not purchased the Bidding Document from the Tendering Agent is not allowed to participate in the bid.（2）凡是來自中華人民共和國或是與中華人民共和國有正常貿易往來的國家或地區（以下簡稱“合格來源國/地區”）的法人均可投標。
This Invitation for Bids is open to all legal persons or other organizations within the People’s Republic of China (hereinafter abb. as “PRC”) or from all countries/areas which have regular trade relations with PRC (hereinafter called “the eligible source countries/areas”).（3）與招標人存在利害關系可能影響招標公正性的法人不得參加投標。
Any legal person or other organization that has conflict of interest with the Tenderee and may have impact on fairness of the bidding is not allowed to participate in the bid.（4）接受委托參與項目前期咨詢和招標文件編制的法人不得參加受托項目的投標，也不得為該項目的投標人編制投標文件或者提供咨詢。
Any legal person or other organization that has been entrusted to provide consulting service at the preliminary stage of the project or to prepare the Bidding Document is not allowed to participate in the bid, nor to prepare bid documents or provide consulting service to the Bidder.（5）單位負責人為同一人或者存在控股、管理關系的不同單位，不得參加同一招標項目包投標。
Different Bidders that have the same person in charge or have the relationship of share-holding or management should not participate in the bids for the same package.（6）只有在法律上和財務上獨立、合法運作并獨立于招標人和招標機構的供貨人才能參加投標。
The Suppliers may participate in the bids only if they are legally and financially autonomous, if they operate under relevant law, and if they are not a dependent agency of the Tenderee or the Tendering Agent.（7）投標人應當于招標文件載明的投標截止時間前在機電產品招標投標 （網 否則，投標人將不能進入招標程序，由此產生的后果由其自行承擔。
Bidders should successfully complete the registration on http:// (hereinafter abb. as “the Website”) prior to the deadline for submission of Bids stipulated in the Bidding Document. Otherwise, the Bidders cannot enter into bidding procedures, and any consequence arisen thereafter shall be borne by Bidders.（8）中國境內投標人須提供的營業執照副本復印件；中國境外投標人的公司須提供注冊證明文件復印件。
投標人為中華人民共和國以內企業的（不含港澳臺地區，下同），復印件需加蓋公章的；國外的（含港澳臺地區，下同）只需被授權人簽字。
Copies of business licenses shall be submitted by bidders in China and copies of registration certificates shall be submitted by bidders abroad. Sealing with company stamp for domestic bidders(excluding Hong Kong, Macao and Taiwan, the same below), while only signing for bidders abroad(including Hong Kong, Macao and Taiwan, the same below).（9）投標人必須是專業的設備制造商或制造商針對本項目唯一授權的代理商;投標人為制造商，須提供“制造商資格聲明”（格式見第一冊第四章格式IV-9-2）；代理商須提供“制造商出具的授權函”（招標文件第一冊格式 IV-9-4 “制造商出具的授權函”），上述授權書復印件須加蓋投標人公章，附在“資格證明文件”里。
投標人為代理商的，只能接受一個制造商的授權代理。
The Bidder shall be professional equipment manufacturer, or the manufacturer's only authorized agent for this project.  If the bidder is the equipment manufacturer, “Manufacturer Qualification Statement” shall be provided (the format is as per IV-9-2 in Chapter IV of Volume I).  “Letter of Authority from Manufacturer”shall be provided by agent(the format is as per IV-9-4 “Letter of Authority from Manufacturer”) ,The copy of the above power of attorney shall be sealed in the bid with the official signing and sealing of the bidder, attaching to the "qualification certificate".  If bidder is the agent instead of manufacturer, Authorization by more than one manufacturer is not acceptable. （10）投標人須提供至少一份2013年1月1日至今在中國關境內丙烯酸裝置中空氣壓縮機和循環尾氣壓縮機生產銷售的業績。
投標人須在投標文件中提供業績清單 (業績清單格式見第六章附表1)及證明其銷售業績的合同復印件（復印件須加蓋投標人公章，如為國外投標人只需被授權人簽字）。
