normal align=left style="text-align:left;text-indent:32.0pt; line-height:20.0pt;background:white">4.2 供應商須將招標文件要求的資質(zhì)、業(yè)績、榮譽及相關(guān)人員證明材料等資料原件掃描件（或圖片）制作到所提交的電子投標文件中。

normal align=left style="text-align:left;text-indent:32.0pt; line-height:20.0pt;background:white">4.3供應商對同一項目多個標段進行投標的，應分別下載所投標段的招標文件，按標段制作電子投標文件，并按招標文件要求在相應位置加蓋供應商電子印章和法人電子印章。

normal align=left style="text-align:left;text-indent:32.0pt; line-height:20.0pt;background:white">5.2 供應商對同一項目多個標段進行投標的，加密電子投標文件應按標段分別提交。

normal align=left style="text-align:left;text-indent:32.0pt; line-height:20.0pt;background:white">“不見面”開標注意事項及操作流程

normal align=left style="text-align:left;text-indent:32.0pt; line-height:20.0pt;background:white">1、招標人和代理機構(gòu)應當提前做好各項準備工作，準時開標。

normal align=left style="text-align:left;text-indent:32.0pt; line-height:20.0pt;background:white">2、開標時，投標人采用網(wǎng)上遠程異地解密時，請用CA證書登錄平頂山市 業(yè)務(wù)系統(tǒng)，進入本項目開標大廳點擊解密來完成投標文件的解密工作。每位投標人的解密時間從開標時間起60分鐘內(nèi)完成，超過規(guī)定時間解密的投標文件不予接收。

normal align=left style="text-align:left;text-indent:32.0pt; line-height:20.0pt;background:white">3、如出現(xiàn)投標人的電子投標文件無法解密的情況，投標人應及時聯(lián)系招標人（代理機構(gòu)）進行說明。投標文件解密異常，按以下步驟進行處理：

normal align=left style="text-align:left;text-indent:32.0pt; line-height:20.0pt;background:white">（1）如果是投標文件自身問題導致投標文件無法解密的，該投標文件將不予接收、解密。

normal align=left style="text-align:left;text-indent:32.0pt; line-height:20.0pt;background:white">（2）如果是電子化交易系統(tǒng)問題造成投標文件無法解密的，將由技術(shù)人員進行排查處理。如短時間內(nèi)問題無法解決的，將由招標人（代理機構(gòu)）聯(lián)系監(jiān)督部門申請暫停開標，待問題解決后繼續(xù)開標。

normal align=left style="text-align:left;text-indent:32.0pt; line-height:20.0pt;background:white">6、解密完成后，投標人可登錄到交易系統(tǒng)查看自己的投標報價。如對自己的報價內(nèi)容有異議的，應在報價內(nèi)容顯示后20分鐘內(nèi)聯(lián)系招標人（代理機構(gòu)）進行質(zhì)疑，投標人未在規(guī)定時間內(nèi)提出質(zhì)疑的，視為認可開標結(jié)果顯示內(nèi)容。
